How can farmers and food vendors sell at reasonable prices if their upfront costs to participate in Framers Markets are astronomical (compared to their expected profits)?

Here is a recent article from the New York Times:

They gather secretly at night...

Basically they form a private club (farmers and vendors), membership is free (shoppers), and shoppers sign a waiver.
